It provides the structure of BOL governance, based on a Leadership organization supported by elected Committee leaders and members.  The Comittees are responsible for the daily running of the BOL.  Members vote on their Mission, Goals, Rules and Rule infractions, work assignments and much more. 

Leaders are appointed by the BOL Commander, who is usually the principle owner of the BOL.  Once paid for the Manual is modifiable by the purchaser but may not be shared beyond your BOL Group or resold in any manner.
